Ludgood was referring to weekly displays set up in the Government Plaza atrium by a woman who places placards supporting the Black Lives Matter movement and calling for justice for Jawan “Jay” Dallas, who was killed in 2023 during an encounter with Mobile police. Her displays have also criticized individual council members. She has declined to comment on the proposed policy.
Ludgood said she initially supported creating a policy but withdrew that support after concluding the county was targeting the woman and her displays.”
