Greg Abbott said at a news briefing at Montelongo\u2019s Mexican Restaurant in Lubbock that he will issue a new executive order that rescinds most of his previous Covid-19 restrictions, including a statewide mask mandate. He added that all businesses would be allowed to open \u201c100%,\u201d effective March 10.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRemoving statewide mandates does not end personal responsibility,\u201d Abbott&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=ihB9FrzJgu0\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>, speaking in a crowded dining room where many were not wearing masks. \u201cIt\u2019s just that now state mandates are no longer needed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is now time to open Texas 100%,\u201d he added. Abbott had refrained from issuing a mask mandate&nbsp;<a href=\"https:\/\/www.cnbc.com\/2020\/07\/02\/texas-issues-state-wide-order-requiring-face-coverings.html\" target=\"_blank\" rel=\"noopener\">until the summer when Covid cases surged in the state<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At roughly the same time as Abbott\u2019s remarks, Republican Mississippi Gov.
