Callais<\/em>\u00a0\u2014\u00a0<a href=\"https:\/\/www.politico.com\/news\/2025\/08\/27\/louisiana-callais-scotus-redistricting-voting-rights-act-00532223\" target=\"_blank\" rel=\"noopener\">a case that has major implications for the VRA<\/a>\u00a0\u2014 two voting rights groups are sounding the alarm, warning that eliminating Section 2, a provision that prohibits racial gerrymandering when it dilutes minority voting power, would let Republicans redraw up to 19 House seats to favor the party and crush minority representation in Congress.<\/p>\n\n\n\n<p class=\"\">That calculation,&nbsp;<a href=\"https:\/\/www.politico.com\/f\/?id=00000199-c097-dae2-ab9d-ded7d6fb0000\" target=\"_blank\" rel=\"noopener\">made in a new report from Fair Fight Action and Black Voters Matter Fund<\/a>&nbsp;shared exclusively with POLITICO, would all but guarantee Republican control of Congress.<\/p>\n\n\n\n<p class=\"\">While a ruling in time for next year\u2019s midterms is unlikely, the organizations behind the report said that it\u2019s not out of the question. Taken together, the groups identified 27 total seats that Republicans could redistrict in their favor ahead of the midterms \u2014 19 of which stem from Section 2 being overturned.<\/p>\n\n\n\n<p class=\"\">Doing so would \u201cclear the path for a one-party system where power serves the powerful and silences the people,\u201d Black Voters Matter Fund co-founder LaTosha Brown said in a statement.<\/p>\n\n\n\n<p class=\"\">Without Section 2, up to 30 percent of the Congressional Black Caucus and 11 percent of the Congressional Hispanic Caucus could be drawn out of their seats, according to the report.<\/p>\n\n\n\n<p class=\"\">Republicans\u00a0<a href=\"https:\/\/www.politico.com\/news\/2025\/08\/27\/louisiana-callais-scotus-redistricting-voting-rights-act-00532223\" target=\"_blank\" rel=\"noopener\">have long sought to dismantle this portion of the VRA<\/a>, which generally prohibits race-based discrimination in voting laws and practices, arguing that it gives Democrats a partisan advantage.
