The court order would protect the state\u2019s concertina wire so long as federal agents had \u201cnecessary access\u201d to both sides of it \u2014 including in Shelby Park, a local park in the border city of Eagle Pass&nbsp;<a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/03\/20\/us\/abbott-immigration-texas-border.html\" target=\"_blank\" rel=\"noopener\">that the state seized<\/a>&nbsp;and kicked federal authorities out of this year.<\/p>\n\n\n\n<p class=\"\">The ruling is the latest development in an ongoing clash between state and federal authorities for control over border enforcement, as Texas has\u00a0<a href=\"https:\/\/www.nytimes.com\/2024\/03\/20\/us\/texas-immigration-greg-abbott.html\" target=\"_blank\" rel=\"noopener\">repeatedly tried to<\/a>\u00a0effectively set its own immigration policy. Since 2021, Gov. Greg Abbott has been deploying state law enforcement and National Guard members along the U.S.-Mexico border as part of an initiative called Operation Lone Star.
